Description of Substitution

The study has been done by the European Commission in order to reduce the use of VOC in different products. It gives an overview to all relevant product groups containing VOC: - Aerosols in cosmetics and cleaning - Solvent, preservation, and fragrance in cosmetics - Solvent, fragrance and disinfection in cleanings - Adhesives Since substitution of VOC is possible for quite a lot of products, the document identifies priorities and demonstrates the corresponding reduction potentials based on technical feasibility and market demand. Alternatives and assessment of not-in-kind alternatives are presented. Following basic data, forecasts to 2010 and costs of abatement are given, being necessary information for decision-making. A major intention of the study is furthermore to assess practicable timetables for the Commission for the implementation of legislation in order to reduce VOC contents in the most promising product categories which are identified within the project.

Case/substitution evaluation

This case study gives an overview of how to reduce VOC emissions in various products. It is therefore not possible to provide an assessment of the risks for this overview.
