Regulation (EC) No 1223/2009 on cosmetic products: Annex II (prohibited substances)

The European Regulation (EC) No. 1223/2009 on cosmetic products provides harmonized rules for the European member states that any cosmetic product made available on the market must comply with in order to ensure the functioning of the internal market and a high level of health protection. There is no risk-benefit assessment, as is common in many other areas of regulation.

Article 14 of the Regulation regulates the restrictions on the use of substances in cosmetic products. According to paragraph (1) a), none of the "Prohibited Substances" listed in Annex II of the Regulation may be contained in the products.
